What counts as a verification?

One successful send-otp call. Verification attempts against an existing request ID are free.

Do unused verifications roll over?

No. Quotas reset daily at 00:00 UTC and monthly on the first of the month.

What happens when I hit my quota?

The API returns HTTP 429 with the code QUOTA_EXCEEDED. Upgrade or wait for the reset.
